North, South, West, East and Central regions form Ukraine Federation and Russia Federation with citizens and member-states voting by qualified majority (+55%) to join European Union every 5 years. PEACE PLAN to parliaments and judiciaries, that satisfies current executives alleged conditions, for CITIZENS of Ukraine, Belarus, Georgia, Moldova, West Russia, Central Russia, East Russia, Crimea, Donetsk, Luhansk, Abkhazia, South Ossetia, Chechnya, Dagestan can vote every 5 years to join/exit European Union and NATO, avoiding conflicts/rivalries, promoting common interest, goals, security, peace and democracy, in addition to automatic participation in non-taxing, non-legislating, Globocean (Global Ocean Aerospace Federation), United Lands, Solar Federation, NOLATO (Non-Lethal Arms Treaty Organization) and PELPRO (Permanent Life Protocol Organization).

Under right wing conservative nationalist ideology of nation leaderships/parties of Russia/Belarus, where supposedly Russia, Belarus and Ukraine derive from Kieven Rus of Vladimir I, the Great, same name as leader of Russia, while leader of Belarus carries Alexander name, suggesting messianic/conqueror subjective, psychological motive for leaders.

These cultural/psychological excuse motivations are backed by strong probable economic Oligarchy motive, with oil/gas/mineral/agrarian/processing/military industry business leaders backing financially political leaders, to more land control/ownership/exploitation, with use of submissive Russian nationals//workers or equivalent to ancient serfs. The exploit/income/sales of these industries/properties must be blocked from sale abroad and properties abroad must be seized to pay for damages.

Non-defensive unprovoked invasions leading to massive unilateral destruction of lives and property, mandate that the invading Army and Nation tax treasury pay for the property damage and economic loss of Life with regression against the individual property of active national participants, specially political, enterprise and military leadership, with national and international seizure of assets.

Frustrations over lack of efficient social economic development in Russia over the already largest territory in the world, in relative comparison to other areas of the world, leading to never ending quest for further expansion against the will of the expanded into peoples is a routine in Human kind history leading to loss of over 1 billion Lifes in wars.

Leaders of the executive branch of the Russian Federation and Belarus involved in dividing, invading, war, occupation, in Ukraine (Crimea, Donetsk and Luhansk), Georgia (Abkhazia, South Ossetia), Chechnya and Dagestan must retire under Global Order of High Stress Compulsory Retirement and/or the will of the Russian People, national judiciary, parliament of representatives, with no future involvement in any political or military activity and undergo psychological treatment to access origin of anger/aggression and channel will, Life towards positive, constructive, non-violent activities.

Russia, Europe and World will be better served and protected by division into three similar size territories/nations/funds/military of West Russia, Central Russia, East Russia with membership in European Union and NATO (North Atlantic Treaty organization), joining together with Ukraine, Belarus, Georgia and Moldova, all with the approval of citizens and/or parliament with plebiscite or referendum on a regular 5 to 10 years calendar for entry/exit revision, so that to assure it is working to the benefit of a qualified majority, above 55% - 60% of citizens. In addition to automatic membership of all nations in World to NOLATO (Non-Lethal Arms Treaty Organization), Globocean (Global Ocean Aerospace Federation), United Lands and Solar Federation, non-taxing, non-legislating, citizen dividend paying, non-lethal arms defense coordination government organizations.

All these regions/nations, as members of European Union and NATO, rivalries and feelings of external threats will be dissipated and Europe/Asian territories will be democratic and empowered to be highly developed.
In addition Russian nation/people with larger size and territory than average European, United Nation member state will gain 3 votes and funding development from national and international organizations. United Nation Security Council permanent members shall be expanded to include West, Central, East Russia, Germany, Japan, India and Brazil given their relative territory/population/economies.

Alleged threats to national security leading to massive invasions of non threatening civilian areas, surprising non-active military and civilian targets, unprovoked, non-self-defense, lethal weapon, military attack against non-threatening, non-active military, civilian property, human targets is premeditated attack on civilian population and crime against humanity.

All permanently injured and 1st degree family members (sons/daughters, mother/father, spouse, brothers/sisters) of killed citizens and military of Russia, Ukraine, Georgia (Ukraine, Georgia, Chechnya, Dagestan invasion/wars) shall receive 1000 Euros month for 30 years, half paid by the European Union funds for West, Central and East Russia and half by national funds of these national states.

Crimea, Donestk and Luhansk shall be reintegrated to Ukraine; Abkhazia and South Ossetia to Georgia and Chechnya and Dagestan to West Russia, all EU/NATO members, reducing/eliminating need to exit. However any member state of a Nation can by qualified majority in periodical votes choose to join another Nation/Union or be independent.

Federation principles, as United Nations Equality Article 1, of citizen/member-state equality and preservation of unity, avoidance of damage, determine that member states must all unanimously agree to join/exit unions/organizations, and if majority decides to join/exit, the divergent minority can choose not to join/exit, stay independent or join/exit alternative unions/organizations.

National union member state citizens periodically (5 to 10 years), under the supervision of the United Nations, decide by majority PLEBISCITE CHOICE:
(1) to be equal member of Union/Organization A
(2) to be equal member of Union/Organization B (or Independent).

Russia and Belarus executive leadership has a non-democratic agenda of division, invasion, war to increase its territory which is already the largest in the world, mostly empty and undeveloped, demonstrating that leaders of executive are individuals with high stress from emotional anger, with a primitive agenda of territorial conquest, needing compulsory retirement and psychological treatment.

Majority of Ukrainians want to join the European Union but Russian representatives/leaders allege that Russian speaking majority citizens in Crimea, Donetsk and Luhansk (Ukraine union members) do not and voted to join Russian Federation. However the majority in these member states are actually ethnic Ukrainians including Russian speaking and that they will probably prefer to be member citizens of Ukraine and European Union as the majority of citizens in the rest of member states, that voted by +90% to be independent from Russia/Russia led Federation.

Conservatism and memories from the past, frustration from present, set a present agenda to recreate glories from the past into the future. Conservative Russians feel threatened by rival expanding, prosperous, military democratic alliances as NATO and European Union.

Majority citizens in Crimea, Donetsk and Luhansk prefer to be members of independent Ukraine or join Russian Federation, since Ukraine chose to join European Union, they prefer instead to join Russian Federation, as reflected in approved referendum, that reflects the majority Russian speaking citizens in these member states.
